Negros Occ. Provincial Librarian, Dr. Joyce Deloso, said that the celebration is in line with Proclamation No. 563 s. 1959 that designated March 9 of every year as Public Library Day signed by then Philippine President, Carlos P. Garcia authorizing the then Bureau of Public Libraries in cooperation with all public libraries all over the Philippines, to sponsor the nationwide celebration of such event and to conduct a Public Library drive.

The Provincial Library has also donated a number of books to different schools.

Other activities include storytelling sessions, clown entertainment show, and gift-giving.*(Capitol News)
